The New Republic: Can The People Decide Policy?

In a democratic system, the wishes of the people are carried out by their elected officials, but it can be hard to understand just what it is that the people want. Jonathan Bernstein of The New Republic argues that the war in Iraq is a good example of the gap between policy and the people.
